A fully underlined question can be testing any issue - there isn't one more common topic to search for just b/c of the full underline, unfortunately. Do be aware that, in these cases, they will often move modifiers and other non-core parts of the sentence around just to confuse us into thinking something is wrong there - so I usually check the core of the sentence first on these. But that's more b/c I know they may try to trick me by moving non-core stuff around to make it seem there's a problem when there's not - but the error could still be in the non-core part.
