SC modifier

After I did 42th SC question of Verbal Review 2nd, I am quite confused about a construction.

A is one of many B that bla bla.

In my views "that" can modify either A or B. I should let meaning guide me. Am I right?

the only sensible interpretation of this form is "there are many B's that do xxxxx. A is one of them".

if the modifier were meant to be a description of "one"/"A", then "of many B" would serve no useful function in the sentence at all!
