It seems that the correct answer is B. The reason given is that since the verb of being, IS, has a noun (legacy) on one side, it must have another noun on the other and "the realization" is that only noun. Thus answer choices c and d cannot be correct because "to realize" is a verb

However, if I was to say that "one of my goals IS to score highly on the GMAT", would that be incorrect based on the above example? or am i missinng something here?

yeah, you have a point; your sample sentence (the one stating your 'goal') is, as far as i know, perfectly acceptable. you may want to chalk this one up to idiomatic usage, then: i.e., just memorize that the infinitive isn't appropriate here.

alternatively, perhaps the justification lies in the fact that the 'realization' in this sentence isn't limited to madison avenue: perhaps, because 'the realization' is bequeathed to a much wider audience, it's inappropriate to use the infinitive. (note that the 'goal' stated in your example sentence is personal, and is limited to your own concerns.)

What are the exceptions to this rule?

To say that something "is realizing" makes it look like "realizing" is being used as a verb, which causes the sentence to have an absurd meaning..

Also, Manhattan's sc guide states the same point in below example (I think) but I didn't get what does this mean actually!
