It seems that the correct answer is B. The reason given is that since the verb of being, IS, has a noun (legacy) on one side, it must have another noun on the other and "the realization" is that only noun. Thus answer choices c and d cannot be correct because "to realize" is a verb
However, if I was to say that "one of my goals IS to score highly on the GMAT", would that be incorrect based on the above example? or am i missinng something here?
