"potential to" should be followed by a verb (to, in this case, introduces an infinitive verb)
"potential for" should be followed by a noun phrase (for is a preposition and introduces a prepositional phrase)
She has the potential to earn all As this year.
The potential for rain in San Francisco is very high in the winter.
