Choice C is wrong because of Parallelism error.

But is it ALSO wrong because it connects 2 independent clauses with *and*, without a *comma* preceding the *and*?
To connect 2 independent clauses with *and*, don't we need to put a *comma* before *and*?

It's something I just want to know. I do understand that Parallelism is the major topic here.
