SC because of & based on

Please help me differentiate these two phrases.

As per Manhattan GMAT SC, 8
P98
Based on......., ....admissions office.......
The explanation said : As a noun modifier,........., because of, .......can correctly modify the VERB PHARSE......

However

In the link, 2. Because of the analysis presented in the report" becomes "WHAT was because of the analysis?" Answer: a decision, or maybe the specifics of the decision. Again, this is wrong because the phrase modifies "the company" instead.

My inquiries are :
if the structure of sentence is
Based on/ Because of.........., S + V + O

1. because of can modify S or V ?
2. based on can ONLY modify S ?

Thanks in advance, I know my understanding is messy.
