I'd say B. "in the claims department" sounds better. Let's make a question out of this:

What is the number of members in the claims department?
-- or --
What is the number of members of the claims department?

The first one sounds correct to me. Similar logic for the answer (B).

I will see if I can get any additional info on this topic from any online sources/books.
