SC 10th Ed Q67. Use of "they"

The OA is D. My doubt is between B and D

I have 2 questions:
1. Is nt "they" ambiguous in D? They can refer to employers or workers?
2. What is wrong with "so as to"?

OG is a banned source; it is illegal to post OG questions anywhere on the web. If you are in one of our classes, please ask OG questions during office hours or before/after class..

No, "they" is not ambiguous. Be very careful interpreting something as ambiguous; in ALMOST ALL cases where i've seen people claim a pronoun is ambiguous, there is really no ambiguity at all if the reader is willing to take an honest look at what the pronoun represents in the sentence..

On the other hand, "so as to" is problematic. Ask yourself what is being done "so as to" do something else, and it will become clear. It's probably also worth noting that "so as to" is not used correctly in any published SC question from the GMAT..
