regards vs regard

some where I read that there is no valid word 'regards', only 'regard' is correct.

approximate sentence which I remembered is
in regards to your information - is wrong
in regard to your information - is correct

Is this correct?

Normally we use 'with best regards' - is it wrong?

You are right with "in regard to."

"Give my regards" is okay, too - that's a different usage. For everything but this usage, you should use "regard."
