Red Shift

Not sure where this question is from. A and B are very close. I think A is the correct answer because it is necessary to point out that the Red shift denotes the extent to which (it has been) shifted by the motion of...
Basically because someone is doing the shifting 'been ' is required.

Or is B the correct answer, because it is concise and practically means the same thing. extent to which light has shifted by the motion.
