Reading Comprehension Clarifications

Hello There,

If a something (referred as fact in the second line) is stated in a passage and if a question reads, "The passage suggests....";

Would the fact still qualify to something that the passage suggests?

Context: I am working on the power prep test 1, and there is a passage about Manufacturing industries and its impact on economic development, where a stated fact is picked as an answer for a suggestion.
