Question about modifier "which"

2. Consider the sentence: When housing prices climb, the Fed often responds by raising interest rates, which has the effect of...

Here, "which" modifies interest rates. Is there any situation where "which" may modify "raising interest rates" and not just "interest rates"?

"which" here does not modify "interest rates". Look at the "has" after "which"; that tells you the "which" must be modifying something singular. This is a perfect case of where the "which" modifies "raising interest rates"..
