In Sentence Correction 6th edition, Chapter 4 Modifiers Problem 2:
A recently formed militia, consisting of lightly armed peasants and a few retired army officers, is fighting a bitter civil war against government forces.
Is ",consisting of lightly armed peasants and a few retired army officers" a noun modifier or a adverbial modifier? In the book page 62 says:"any 'comma-ing' structures are adverbial modifiers", however, in the sentence it seems to modify the noun "militia", is it necessary to add "which" before the modifier?
