I don't understand why the following sentence is wrong?

'We adopted new policies WITH THE AIM TO REDUCE theft.'

This form is common usage in English e.g. I aim to score well in GMAT

p.s. The two forms that you provided are not the same. For idioms, you need the exact same form - a different form is a different idiom (or, possibly, just wrong). For instance, "the aim" is a noun. In the sentence "I aim," aim is used as a verb.
