Pronoun antecedent

This one is from MGMAT CAT SC

According to Italy's top anti-Mafia prosecutor, the ailing mobster came to take refuge in Corleone, a town famous because of the "The Godfather" and near to those he most trusted.

how this can be correct "those" does not have an antecedent

you can use "those" to stand for a group of people, provided that "those" is IMMEDIATELY followed by an essential (i.e., not set off by commas) modifier.

for instance, "those unfortunate enough to live at the epicenter of an earthquake" is a perfectly legitimate way to refer to people who are so unfortunate.
