prohibits that idiomatic usage

The below sentence is from MGMAT P167.

"The law prohibits that any person vote twice" is incorrect.
Is it correct to say, "The law prohibits that any person cannot vote twice"

nope. now you have two errors: the idiom error is still there, and now you have a double negative (prohibits ... cannot ...).

this is just an idiom. "prohibit that xxxx do(es) yyyy" is unacceptable; the correct version is "prohibit xxxx from doing yyyy".

more importantly--
if an idiom is tested on the current gmat, it will be a very basic idiom (= one you would have learned during your first few months of contact with the english language).

if you see a more obscure difference, like this one, then it's almost certainly a distraction from much more fundamental errors; ignore it and go find those more fundamental errors.
