Problem 5, page 43, Number Properties book

When is |4-x| equal to 4-x?

I still don't understand the answer, which is x is less than or equal to 4, and the explanation. Specifically how do you go from |4-x| to -(x-4)=4-x. And then how do you derive the answer from that?

Help!
