Present participle modifiers

I've a doubt with an OG question but as per rules i'm not posting the actual question but will create one.

X is based on the assumption that Y produces P in Q creating, in turn, ABC
X is based on the assumption that Y produces P in Q that, in turn, create ABC

Both creating and that create are pointing to P, then which one is preferable?

if P is the intended antecedent, then you should use the latter. in the former, "creating" would default to Q, since -ING without a comma is taken to refer to the immediately preceding noun.
