This folder is only for general strategy questions, not content or specific test problems. Check out the content / problem folders and post in the relevant folder depending upon the source of the problem you want to post (and make sure to follow the rules about banned sources). I'll answer you briefly here, but if you want to discuss further, you'll need to post in the MGMAT non-CAT folder.
I know it sounds funny, but the comparison is parallel.
The two things being compared are the incidence (of the disease) among men and the (same disease's) incidence among women.
The second half of the comparison puts the word disease in a different place, but that word is just a description. The main word is incidence and the main comparison is incidence among men vs. incidence among women.
