Please help: Tricky SC:Scientists are using CT images

Scientists are using CT images to help surgeons plan complex surgeries and to develop programs that will work for surgeons in the same way that weather simulators do for meteorologists.

A) same as above
B) plan complex surgeries and to develop programs to work for surgeons in the same way that weather simulators do
C)plan complex surgeries and to develop programs to work for surgeons in the same way as with weather simulators
d) plan complex surgeries and to develop programs that will work for surgeons like weather simulators do
e)plan complex surgeries and develop programs to work for surgeons in the same way as weather simulators do

same way as - used for comparison.

A - OUT. Use of Will is not required. Since the event is happening now. "Using". Simple present in parallelism is required.

C - improper comparison. Work is compared to weather simulators

D - 2 issues. 1) same issue as A and 2) improper use of 'like' to compare.

B - that is pointing nowhere, not required

There is a parallel marker, "and."

In choices ABCD, the parallelism is between to help and to develop.
Scientists are using CT images
(1) to help surgeons plan complex surgeries
and
(2) to develop programs ... for surgeons
(This makes sense: Scientists are doing two things with the CT images. Both are things the scientists are doing to assist surgeons.)

I believe E is incorrect, because the parallelism is between plan and develop.
Scientists are using CT images to help surgeons
(1) plan complex surgeries
and
(2) develop programs to work for surgeons in the same way as weather simulators do
(Do surgeons develop programs to work for surgeons? Maybe, but it seems redundant, and the other parallel structure makes better sense.)

is it "A" or "B"?

My pick is "B" as option "A" uses "that will work" which is redundant
