Pleaded Guilty

Hi,

I got this question from one of the forum, but could not figure out the correct answer.

The first National bank of Boston pleaded guilty in a federal district court for failing to report $1.2 billion in cash transfers to Swiss Bank

A. for failing to report
B. for its failure to report
C. for its failure in reporting
D. to its failure in reporting
E. to failing to report

I think it should be E but not sure.
Can anyone please provide some insight on this.

i can still type this:

"plead guilty" should be followed by TO + NOUN.

"guilty", if NOT preceded by "plead", should be followed by OF + NOUN or OF + VERBing.
