Past Participle & Present Participle as Adjective

Sub: GMAT SVP Advance Topic

I am not clear at identifying Past Participle & Present Participle as Adjective ? I am referring to Pg 216 of the 4th ed of the SC Guide.

Past Participle & Present Participle will always be modifying a noun . Does they always play the role of the adjective ?
