i think, "Outnumbering" in A correctly refers to letters...Is there a tense problem here?

The participle "making" correctly refers to the subject of the preceding clause: Police

Outnumbering does not refer to letters, instead it refers to the whole previous action or clause. In your other example making does not refer to police. Instead, it refers to the action police found the weapon is making the prosecutor's job much easier.
