OA is E...I don't have any problem with E
but i want to know the correct way of eliminating A

i think, "Outnumbering" in A correctly refers to letters...Is there a tense problem here?
for example: The police found the murder weapon, making the prosecutor's job much easier.

The participle "making" correctly refers to the subject of the preceding clause: Police

Outnumbering does not refer to letters, instead it refers to the whole previous action or clause. In your other example making does not refer to police. Instead, it refers to the action police found the weapon is making the prosecutor's job much easier.
