Parallellism & Meaning doubt

Hello All,

Q 94 in OG inspired this doubt.

Here is the slightly modified version of the question, placing one of the options in the underlined part:

"The recent raise in number of ships has clogged the harbor's traffic control system, to lead to 20% more delays at the harbor and prompt fears among the harbor officials that safety is compromised"

I have a few doubts about this sentence.

1. In the explanations, it is stated that 'to lead' is not parallel to 'prompt'. Is it really so?
I feel that 'lead' in 'to lead' is parallel to 'prompt'. To is understood here. Please comment on this.

2. Even though there are other issues in this option to eleminate it, I think that 'to lead' doesn't make sense here because "surge has clogged in order to lead to delays" is meaningless. This issue is not stated in the OG explanation. Is my finding right?
I think that only 'leading' makes sense here.
