Parallelism

MGMAT SC 5th Edition page 57 has following sentence mentioned:

Wrong: I want to retire to a place WHERE I can relax AND I pay low taxes.

I splitted this sentence into

I want to retire to a place WHERE {I (subject) can(verb) relax(object) AND I(subject) pay(verb) low(adjective) taxes(object) }.

Why is it wrong?

However, it mentioned: "I want to retire to a place WHERE I can relax AND WHERE I pay low taxes." as correct. I agree to right choice but why wrong choice is wrong?

the sentence is ok. (this item should have been removed from the most recent SC guides)
