Parallelism "A,B and C" or "A,B, and C"

I have a silly doubt regarding parallelism.

Which one is correct?

A, B and C ?
or
A, B, and C ?

Can some instructor help me in this ?

if it's a list of 3 things, all of which are parallel, ALWAYS the second one.
period.

if ONLY B and C are supposed to be parallel - e.g. if A is a main verb and B+C is a modifier - then you'd use the first one:
joe ran down the street, waving his arms and yelling for help.
