One or more -singular or plural?

Does "one or more" require a singular or plural subject?

e.g. one or more students have committed the offence. Is this correct? or should it be: one or more student has committed the offence?.

This is a general question on the usage of this term and does not have a source as such.

In or, either...or, or neither...nor problems,find the noun nearest to the verb whether it is singular or plural and then decide the verb form.
