Option B says,

Even if municipalities decide to replace old wastewater purification systems, we are not sure whether municipalities will certainly switch to QuickFreeze's purification system.
Option C says,
Conventional wastewater purification systems have not been fully successful in killing bacteria at cold temperatures.
There is a chance that municipalities will switch to QuickFreeze's purification system because that system kill bacteria at cold temperatures.
Option D says,
During times of warm weather, when it is not in use, QuickFreeze's purification system requires relatively little maintenance.
I think this is also out of scope, we are not talking about warm weather. Also we are not given how much maintenance QuickFreeze's purification system will need when it will be running in winters.
