Number Properties ->Divisibility and Primes -Problem set 15

Dear all,
I went through the Problem set for Divisibility and Primes (number properties), and I could not understand the explanation given for the problem 15.
"A skeet shooting competition awards prizes as follows: the first place winner receives........"

Can someone please explain to me in a bit more detail.
Kindly forgive me if my questions is naive, I have just started learning.
