noun + of + object of preposition + modifier

This question is based on question 49 in the diagnostic test of OG12.

The explanation for answer choice 1 states that "including" modifies "generation of actors" instead of just "actors". In what circumstances do modifiers modify the noun phrase instead of just the noun that is touched by the modifier?

there is no general rule. if a modifier can legally modify two different things, examine them both separately, and if either makes sense you leave that sentence intact. in this case, both interpretations are illogical and that's why we eliminate the answer choice..
