Noun Modifiers

In the "Modifiers" chapter of the sentence correction book, the example...."The engineer identified the problem, using the latest technology," is given.

I don't understand why this is right. Isn't "using the latest technology" modifying the noun, "engineer?" If so, why doesn't the modifier have to touch the noun? What makes this example a verb modifier? The modifier is modifying "engineer"-- a noun.
