NOT have been ..BUT have OR HAVE NOT BEEN.......BUT HAVE

Dr. Crock's claims have been not corroborated by other scientists or published in a prestigious journal but have nonetheless garnered a great deal of attention from the public.

Parallelism Problem Set
Query: Parallel marker is : NOT BUT
NOT A BUT B similar to BOTH A and B

Then why the below formation is not correct?
Dr. Crock's claims NOT have been corroborated by other scientists or published in a prestigious journal BUT have nonetheless garnered a great deal of attention from the public.
OR
Then why the below formation is not correct?
Dr. Crock's claims HAVE NOT BEEN corroborated by other scientists or published in a prestigious journal , HAVE BUT nonetheless garnered a great deal of attention from the public.
instead of
Dr. Crock's claims have NOT been corroborated by other scientists or published in a prestigious journal BUT have nonetheless garnered a great deal of attention from the public.

I am not sure whether the sentences have anything to do with idiom.

I think this sentence is incorrect because basic structure to construct negative sentence for Present Perfect Tense is as follows

Subject + Auxiliary verb + NOT + Auxiliary verb + Main verb

but the above sentence is not following the same.

I think highlighted part above is problematic. Is this example from MGMAT book? Can you please point out the page no.? I will love to go through this problem as it looks interesting. :)

Your 3rd version is correct as it follows the above mentioned structure.

the issue here is that for some reason we place the "not" in a different location than logic and parallelism would dictate. this is just one of those exceptions you have to memorize. practice figuring out where the "not" should go if you want to negate sentences, and you should get the hang of it..
