modifier problem

Hi.

The below sentence is similar to correct choice in question VSC001573 of GMAT PREP pack 1.

John often makes statements about his colleagues that he may not think are true

I did not chose the choice because I read it in this way:

"John makes statement about his colleagues" -- easy to understand
"the statement that he may not think are true" --- Because "he may not think" modifies "that", I read the clause as "he may not think statement". what does the clause mean? For me, "he may not think statement" does not make sense. Thus, I eliminate the choice.

So, what is wrong with my interpretation?
