My understanding: legal petitions are made for city officials.
There is a meaning error. ??

The council granted CITY OFFICIALS the right to make legal petitions. ( Better) Mean : City officials has the right to make petitions.

Is my understanding is right??

This sentence is ambiguous:
The council granted the right to make legal petitions TO CITY OFFICIALS.

It can be read two ways:
(1) City officials were granted to right to make legal petitions.
(2) Someone else (maybe citizens?) was granted the right to petition (make petitions to) city officials.

You are correct in your interpretation of the second version.
