I think the main problem with this question is the poor wording of the answer options. The correct answer C reads, "They can be fatal even when allowing some enzymatic activity." They here refers to Lysosomal Diseases, which doesnt really make sense. How can a disease allow enzymatic activity? Its the Lysosomes that allow for enzymatic activities, not the disease. Perhaps it can be reworded as "They can be fatal even when there is some lysosomal enzymatic activity in cells".

Your wording is clearer (and maybe easier to answer), but it makes sense to say that a disease allows for some enzymatic activity. It's basically saying that the disease doesn't completely prevent the enzymatic activity. There can be many factors that 'allow' something (consider the example 'The good weather allowed us to go to the park.'). We're entering the tricky philosophical area of causation here.
