There are probably some universities that don't require the GMAT but, as far as I know, all of the TOP universities require the GMAT.

If you have particular schools in mind, you should check their websites to see whether they require the GMAT.

i know that some schools are beginning to take steps toward accepting the GRE as a substitution for the GMAT. i'm not sure how far along most of the schools are in the process, or which schools are going to do this and which are not, but i know that the movement is afoot.

if you have particular schools in which you are interested, you would do well to place your inquiries with the admissions offices of those schools, and to ask whether each of them will accept the GRE in lieu of the GMAT. also, if one of your target schools is not yet accepting the GRE, you may also ask whether that school has plans to do so in the near future.
