Please remember to post questions in the appropriate forum in the future..

In this problem, the author is proposing reregulation for a variety of reasons. You can weaken the argument overall by weakening one of the proposed reasons for reregulation. Just as E weakens the claim that air rage has increased as a result of deregulation, C weakens the claim that air travel is less safe. If the collisions have only doubled when air miles have quintupled, this is actually an improvement rather than an argument for reregulation..
