D = Both statements are correct.
OA: (B), Eliminate Redundancy. It is possible that and may both express the same level of uncertainty, so we can remove one of them without changing the intended meaning.
My answer: (C) Neither statement is grammatically correct.
I understand the statement about redundancy. However, beyond that there's the problem of (B) not beginning with a capitol letter. Also, neither of these answers resolves the problem of the statement have caused to the building's collapse. Shouldn't this be written as have caused the building's collapse?
Unless this an error that's not yet on the errata page, I'd very much like to know if I've forgotten some obscure grammar rule after four years in Japan that makes this statement grammatically correct.
