It ambiguity Confusion!!

Hi Everyone,

I just wanted to clarify this "IT" pronoun ambiguity. However, I get most of the "it" questions right but I still have confusion as to when should we consider is ambiguous and when not.

For example:

It is believed that the population of the city will be 2 million next year. ( now here what does "it" refer to)

The above example is very simple and easy to understand but sometimes "IT" appears in the middle and it is believed, it is hypothesised, it is expected....so should I assume that in those construction we can use "it" without any antecedent.

I am very confused with these construction even though I read it in the news papers and article very often but I want to have some words from GMAT experts.

Please provide some feed back. I would highly appreciate any help.
