Is this parallelism - Tough SC Question

One study found that although government policy and the industrial sector in which a company operates can influence its productivity and financial strength, management decisions have at least as great an impact on a company's performance.

a) management decisions have at least as great an impact
b) decisions by management have a great impact
c) manager decisions impact greatly
d) decisions by a company's management impact greatly
e) what a company's management decides has a greater impact

OA is A . I read on some forum saying that "Management decisions" is parallel to "government policy" .
I am confused as I don see any conjuction or a list that indicates parallelism.

Please help MGMAT staff.

IMO:A

lets me describe u the structure:

study found that ALTHOUGH A and B in which company operates influence its X, C has
as least as great an impact on y.

A,B, and C : factor impact company's X and Y.

ALTHOUGH : Indication of contrast :--> parallelism in two clauses.

So before i go for options, I know C is somewhat parallel to A and B.

So E is out.

Then i really did not find any other option to remove, So i look at the end of sentence.
We need "impact on Y."
in the same way as " influence its X"
so i removed: C and D.
Also, greatly is an adverb.
Impact a Noun. [ we need adjective great to modify noun ].

Out of A and B.

the main difference between A and B is
"management decision" and "decision by management"

Look at A : government policy : not policy by government
B : the industrial sector : not sector of the industry
so i inclined more toward management decision.
i further strengthen my inclination by "management decision" is more concise than latter.

C,D have two other problem as well:
C: manager decisions : vague
D: a company's : making it a specific company.

Sorry for my mistake.
so use the other two reason to eliminate C and D.

This type of question is really tough as I eliminate A 'coz as ... as is missing .
