Some people starting from 580 will break a 700 with diligent study; some people won't. Length of time is certainly one factor in your success, but it's not the only factor. Additionally, no program or tutor can guarantee that any student will be able to achieve a particular goal score (especially a very high goal score, such as a 700).
I think 4 months would be a reasonable amount of time (though, again, I can't say that you will get a 700 - but after about 4 months, you will have a pretty good idea of your chances).
Starting from a 580, you would likely need to take the full, regular 9-week class. Depending upon your starting quant score, you may also want to do the Foundations of Math (FOM) book and workshops before the class starts. (FOM is designed for those who might need some extra help at the start with quant - especially if it has been a while since you took a math class.) If you sign up for a class, you can take a diagnostic test to see whether you should do the FOM work; if so, you have access to the book, workshops, and online homework for free (again, it's free if you have already signed up for the class).
