I agree that this is a tricky one. You probably know that the word 'that' is a noun modifier. The general rule we say is that it modifies the noun before it. However, it's quite common to squeeze another modifier between the noun and the 'that', for example: 'The bowl of apples that is on the table ...' is
correct. This makes things a bit harder to work out.
In the case of this problem, I would make up a few examples yourself and spot the pattern. Here's one: 'I don't like the kind of animals that live here.' and 'The kind of animal that lives...'. You'll see that the 'that' refers to the animal or animals, not the 'kind'.
