if you have [complete sentence] + , + 'with xxxx', then 'with xxxx' should describe the idea of the entire preceding sentence. (this idea is discussed VERY extensively earlier in this thread. yes, i know the thread is very long—but please read it in its entirety. thanks.)

even though 'wordiness' / 'lack of efficiency' is not, strictly speaking, an error, it's still bad writing—and the correct answer choices will NOT contain bad writing.
so—if you see a BIG and OBVIOUS DIFFERENCE in wordiness/efficiency between choices, you can eliminate the worse choice(s).
