Idiom - should

On P.172 of the Sentence Correction MGMAT book (5th edition), the entry for "should" contains the following sentences:

RIGHT: A car SHOULD BE TAKEN to the mechanic frequently. (= obligation)
WRONG: A car SHOULD PASS every two hours. (= probability)

Why is the second sentence incorrect?
