How to prepare for 3rd attempt

I have written GMAT twice but still not able to cross the 600 plus mark. My scores are mentioned below with breakups in each section:

Attempt 1: 460 with Verbal 14 and Quant 42
Attempt 2: 600 with Verbal 23 and Quant 49

For Attempt 1 I practiced almost all the official guides(10,11 and verbal) but was not able to score much. After analyzing came to conclusion that only the quantity of questions doesn't help. Each questions need proper analysis. So added this as the action item for the second attempt.
Second attempt only went through OG 12th edition and completed MGMAT's and GMAT Prep test with analysis. The average score in all these tests was 620. After writing the actual GMAT exam was able to get 600 score. In second attempt I was able to complete quant on time and was doing well in verbal as per my understanding but went short with time so last 18 questions in the verbal section were attempted with less understanding thus reducing the raw points in verbal.
I am planning to give third attempt but still I am not sure how to approach to get a score of 700 and above. Some inputs on the approach are required. Please give some guidance.

First, you showed fantastic improvement between your first and second tests, so congratulations.

You mention lots of things you were using for practice questions (OG12, MGMAT CATs, GMATPrep), but you don't mention what you're using to learn how to get better at the actual verbal section - knowledge you need to know, techniques you need to use, etc. What have you been using for that?
