help required on modifier modifying parallal events

This a question from Verbal guide hence i am not putting the entire question (blue book Q 88) -

Warmed by the sun, ocean water evaporates,
rises high into the atmosphere, and condenses.....

Pls let me know whether the opening modifier 'Warmed by the sun' is only modifying the first event 'ocean water evaporates' or modifying the entire set of events 'ocean water evaporates,
rises high into the atmosphere, and condenses...'. (I though this construction is wrong as the opening modifier is modifying the entire set of events)

"Warmed by sun" is modifying only "ocean water", not the entire clause.

Warmed by sun, ocean water evaporates, rises..., and condenses...

Past Participle/Verb-ed modifiers modify nearest nouns.

Example: Exhausted, he ran towards the car.
