There are speed-reading courses that you can take, but the simplest / best way to improve reading speed is really just to read every day. Read material that is somewhat challenging / high-level but not so high level that it's hard for you to follow or you have to keep re-reading to understand.
I generally follow these guidelines for a passage + set of questions (3 or 4 questions):
2 minutes for a shorter passage or 3 for a longer one
1.5 minutes per question
no more than 1 main idea / general question per set
So just add that up for the particular passage + set of questions you're about to do. Also, see my other reply to your post about doing a set of questions (RC, CR, SC) and about using OG.
