GMAT Subject verb Agreement

Hi experts,
following is problem from Master Gmat:-

On the gravestone of Simonides of Ceos, the Greek poet who was buried at Thermopylae, there is an inscription as follows: go tell the Spartans, stranger passing by, that here, obedient to their law, we lie
1. who was buried at Thermopylae, there is an inscription as follows
2. who was buried at Thermopylae, there are an inscription as follows.
3.buried at Thermopylae, there is an inscription as follows
4. who was buried at Thermopylae, there is an inscription that follows
Source: Master Gmat
Correct Answer: 3
Work around: i am able eliminate choices. i am confused between choice 1 and 3.

what a weird problem.

i guess (a) would be more accurate if it said "is buried", because he's still buried there -- i.e., no one has exhumed his body from the ground.
but the problem is still problematic, because "was buried" can also refer to the physical act of burying the poet, in which case (a) makes perfect sense.

so, i would say:
* disregard this problem
* be suspicious of this source from now on.
