Great questions - but this is the folder for general questions about the GMAT. :)
Post your question in the "Ask an Admissions Consultant" folder. Give some additional information - in what geographic regions would you be willing to go to school? Do you want a full-time or part-time program? What areas of study are of particular interest to you? etc.
I'm not an admissions expert, but I will say that there aren't many people who can "get a sure call" at the top full-time programs in the US. Those programs are very competitive. But if you are interested in part-time programs, if you want a program that has more of a regional reputation rather than an international reputation, etc, then those programs aren't quite as competitive as the top full-time programs in the US.
For most full-time programs in the US for Fall 2010 admission, the application season began several months ago and first round deadlines have already passed. Second round deadlines will typically be at the end of this year. In other geographies (such as Canada and parts of Europe), some schools have winter or spring 2010 deadlines for admission in the Fall of 2010 (though if you are applying as an international student to those schools, then your deadline may be sooner).
As I said, I'm not an admissions expert, so go and post in the Admissions Consulting folder. They'll be happy to help you out.
