GMAT Prep Question

Is (sqrt(x-3)^2) = 3 - x?
(1) x not equal to 3
(2) -x|x| > 0

I am trying to solve this problem and get a value of 3 or 0 for x depending on the sign of x. I am doing something wrong, but don't see it. Please help.
